Trains back on rails in Jammu
Meanwhile, the problems of over 40,000 passengers stranded at Jammu Railway Station and Bus stand were still far from over. There were problems galore for this stuck up lot, both at Railway Station as well as Bus stand on different accounts.
Scene was in particular chaotic at Jammu Bus Stand from where till late evening no inter-state bus had left for its destination. According to officials, out of around 220 buses comprising both government owned and private, which ply daily, only few Kullu-Manali bound-SRTC buses left for their destination.

Government finally bows to employee's pressure
This was announced by Minister for Finance Abdul Rahim Rather in a press conference here today after over four-hour long deliberations between five-member cabinet sub-committee and 30-member Joint Coordination Committee of Employees.
Following an agreement, the striking employees announced to defer the strike for one day. They announced that only after the approval of their demands by the cabinet in its meeting on Thursday, the strike would be called off.
Rather stated that July’s salary to be released in August would be hiked as per the recommendations of 6th Pay Commission.

At migrant camp, Kashmiriyat still a binding force between communities
Glimpses are hereto see in the migrant camps as mourners continue to flock at Quarter No 17, Block-D - the house of Ash, a Kashmiri Muslim widow. Ash this Monday lost her youngest brother, who, in her own words, was her only “surviving link with the Valley” from where she migrated to Muthi camps in Jammu outskirts along with thousands of Kashmiri Pandit families in 1990.
Enter her two-room tenements recently provided to the migrants and a weird fact would catch the attention –the mourners comprise only Kashmiri Pandits (KPs) - young, old, men and women of all age-groups.

Notification issued for fourth phase of polling
Only the seventh and final phase of polls on December 24 will have more constituencies voting when people will exercise right to choose their representatives from 21 Assembly segments spread across three districts of Jammu, Samba and Srinagar.
A total of 13,99,171 registered electorate, which includes 7,28,470 male and 6,70,701 female voters, is expected to vote across these 18 constituencies, which are Uri, Rafiabad, Sopore, Sangrama, Baramulla, Gulmarg, Pattan in Baramulla district, Chadoora, Budgam, Beerwah, Khansahib, Chrare-Sharief in Budgam district, Gulabgarh, Reasi, Gool Arnas in Reasi district and Udhampur, Chenani (SC), Ramnagar in Udhampur district respectively. The total electorate that votes during the fourth phase also includes 3,348 service electors.

State Advisory Council regularises 25 Chief Engineers
Consequent upon the promotion as Chief Engineers for the serving engineers, the adjustments and transfer/postings have been ordered by the Council.
Chief Engineer (I&FC) Jammu VK Abrol has been transferred and posted as Chief Engineer (PHE), BR Dogra has been transferred and posted as Chief Engineer (RTIC) Jammu.
OP Bajotra has been transferred and posted as Chief Engineer (Project Manager, Uri Kashmir) J&K ERA. BB Sharma has been transferred.

Bandh evokes poor response in Jammu
Several commercial vehicles plied on the city roads as well as in the periphery here as usual while the business establishments remained open in the area. There was least affect on the attendance in the government as well as the private offices while all the government institutions functioned normally. The students of the government schools as well as some of the private schools within the city and its fringes attended their class as usual.
Similar was the condition in several other districts of the region. Reports received from the districts said that the Sangharsh Samiti activists indulged in forcible closure of shops and schools at several places.

23 feared dead as bus falls into Chenab
This is the second major accident in last four months as earlier on May 8, 2008, a bus met with an accident that too just few meters away from the present accident spot in which forty persons died on the spot.
Police reports said that an overloaded matador bearing registration number JK06760 which was on its way from Kishtwar to Thathri met with an accident and fell down in the river Chenab at Kulgadi Drabshalla.

Yasin ends fast after Prime Minister’s assurance
JKLF Chief was discharged from SKIMS where he was undergoing treatment following deterioration in his health due to the fast. Amid pro-freedom slogans, a large number of people including women and children later took Malik back home from SKIMS in the shape of a rally.
They stayed on, raising slogans until the convoy of vehicles carrying Yasin Malik reached Maisuma locality. Anticipating protests on the arrival of JKLF chief back home after six days of hospitalisation, there was heavy deployment of police and CRPF in Maisuma and adjoining areas.

All party panel to visit Jammu August 9
The government here is persuading the Bharatiya Janata Party (BJP) to send some of its top leader either L. K. Advani or party President Rajnath Singh to accompany the delegation. Sources here said the government hopes to persuade the BJP leader to prevail upon the Sangharsh Samiti leader to defuse the situation. The government as well as other UPA leaders who participated in the all party meeting here Wednesday night appreciated the position of the BJP, saying that despite apprehensions “they were very positive at the meeting.” BJP entourage at the meeting included its president Rajnath Singh, Jaswant Singh and Arun Jaitley.
Commenting on the options available for the government, the Peoples’ Democratic Party (PDP) leader Mehbooba Mufti said that situation is very complex. “What is good for Kashmir happens to be bad for Jammu and vice versa,” she said, stressing upon the need for a creative solution.

Curfew imposed in Jammu, 24 injured in violence
In the aftermath of police action, violence broke out in some parts of the city and at Bishnah in which over two dozen persons including dozen cops were wounded. The protestors torched police vehicle, entered in ding dong battle with police, burnt tyres and effigies of various Kashmiri leaders, raised road blockades, indulged in stone pelting incidents while the police resorted to cane charge and even fired tear smoke shells upon the protestors at Bishnah and Jammu.
Amid protests and violence, the body was consigned to flames by the family and relatives at Bishnah this afternoon.

Bus to move every week across Line of Control
At the end of day-long foreign secretary level talks here, both sides announced to increase the frequency of two bus services from fortnightly to weekly from next month and introduce triple entry permits with effect from October 1. They also decided to allow a maximum of 60 persons per crossing.
The designated authorities will also start exchanging applications for permits by e-mail from October 1 that will be required to be backed up by hard copies.
Also from October 1, clearance will be processed within a week in case of emergencies like death of close relative across LoC, but the stay in such cases would be limited to maximum seven days.

Curfew lifted in Jammu
Barring few protest demonstrations, the curfew relaxation announced by the district administration today passed off peacefully and no untoward incident was reported from any part of winter capital also.
However, several shopkeepers opened their establishments well before the decision to suspend the strike for a week was taken by Baba Amarnath Sangharsh Samitian amalgam of over thirty political, social and religious organizations.
Authorities extended the curfew restrictions to fourteen hours duration from 6 AM to 8 PM, which passed off peacefully in the city and its outskirts.
The normal life was affected partially for ninth consecutive day today as commercial transport remained off the road.
However, Auto Rikshaws started plying on the Jammu roads since morning giving a sigh of relief to the Vaishno Devi pilgrims and other outsiders who were stuck in the city of temples due to curfew restrictions.
During curfew relaxation, people rushed to shops to purchase essential commodities and long queues were seen for petrol and diesel at the filling stations while the banks and Automatic Teller Machines (ATMs) also observed heavy rush of commuters as most of the people had exhausted their money.

Win-win situation for Jammu: Azad
Chief Minister was addressing a hurriedly convened press conference at his residence here this evening taking forward the “damage control exercise” initiated by his party colleagues sent as emissaries in Jammu since yesterday.
Chief Minister stated, “I was expecting that Jammuites, whom last year in June I had lauded for their magnanimity and patience as “Devta”, would be celebrating this cabinet decision by virtue of which the state government has taken the responsibility of ensuring security of Amarnath pilgrims besides providing logistic support for smooth pilgrimage. But we’re shocked with this reaction.”
Azad maintained that vested elements hell bent on disturbing the secular fabric of the state are found both in Kashmir and Jammu and they have tried to use the issue of diversion of land to Shri Amarnath Shrine Board (SASB) for their nefarious designs.
“I appeal to the common masses who are peace-loving not to get misled by a handful people who are using religion, caste and regionalism for dividing the people to take political mileage.” Explaining the government’s stand on the entire issue, Azad said that the initial cabinet decision to divert the forest land to SASB was taken after protracted correspondence for three years between SASB and Forest department. He said that the ownership rights of the land remained with the Forest department and it was only diverted to SASB for building temporary shelters.

Challan against girl for securing admission in AMT college
Official reports said that Crime Branch Jammu has produced challan against Babli Devi, daughter of James Masih of Siker Masia, district Gurdaspur at present Rajpura, yehsil Hiranagar district Kathua in case FIR number 5 of 2006 under section 420, 467, 468 and 471RPC.
Brief facts of the case are that anonymous complaint was received in Crime Branch Jammu wherein it was alleged by the complainant that Babli Devi actually belongs to Siker Masia District Gurdaspur (Punjab). She has obtained fictitious State Subject certificate and is presently under going training of Staff Nurse in GMC Jammu.
On the receipt of said complaint preliminary verification was initiated in Crime Branch Jammu. During the course of enquiry it was revealed that Babli Devi has undergone training of Staff Nurse and Midwifery at AMT School in session 1999 to 2000. She got selected in said course by providing fake PRC reportedly to have been issued from DC office Kathua vide number 623 /PRC of 1985-86 dated February 9, 1996 while as per record of DC Kathua PRC vide number 623/PRC of 1985-86 dated April 4, 1996 stands issued in the name of Titru, son of Boadha of village Sanoora tehsil Hiranagar.

Jammu Bandh Today
The state unit of Bharatiya Janta Party (BJP) has given the bandh call which has been supported by Vishwa Hindu Parishad (VHP), Bajrang Dal, Shiv Sena and other organizations. All the commercial and business establishments shall remain closed and the private transport would remain off the road.
However, reports from Reasi maintained that the BJP, VHP, Bajrang Dal and other organizations have also called for Reasi bandh tomorrow and appealed to the people to extend whole hearted support to make it a grand success.
It may be mentioned here that various political and religious organizations today protested against the Chief Minister Ghulam Nabi Azad's announcement that the state government would take over responsibility of organizing the annual Amarnath pilgrimage from the Shrine Board after Governor N N Vohra asked for same in a letter. He had further announced that the forest land in question would stay with his government for now.
Meanwhile, various political and social organizations staged protest in winter capital and burnt the effigy of Chief Minister Ghulam Nabi Azad, Governor N N Vohra, PDP and separatist leaders.
After the Governor's decision to "surrender" his claim over the forest land to SASB, hundreds of VHP activists took out a massive protest rally and staged protest at busy Bikram Chowk.

Jammu's Heritage point morphs into commercial site The much pro claimed "Heritage Point" near Government Degree College for Women Gandhi Nagar on National Highway is morphing into a commercial site due to the lack of coordination between two prime civic bodies viz Jammu Municipal Corporation (JMC) and Jammu Development Authority (JDA).Officials of these two departments are accusing each other of usurping their domains due to which this point has been turned into a "big commercial site". More than 18 large hoardings with pasted advertisements on about 300 meters stretch are making the landscape of "Heritage Point" ugly.
Ironically, stern warnings issued by the district administration not with standing, various political parties, big companies and educational institutions' hoardings continue to deface public property much to the displeasure of city residents and tourists visiting Jammu and Kashmir.

CBSE schools violating norms in alloting subjects after 10th
Since the streams in the school are allotted by the teaching faculty on the basis of marks secured by the students in the golden test, a special test held before the board examinations, Aditi was allotted arts stream.
Aditi has recently given board examination of class 10th and her result is awaited. Despite this, she has been alloted Arts Stream.
"Take whatever is being given to you. You are not capable enough to be allotted science stream," was the response of the school authorities when Aditi's meek protest reached their ears. Succumbing to the pressure of the school authorities, Aditi joined the arts stream but not before weeping persistently for two days over her shattered dream.

Manmohan's sops damage Congress most
Bigger irony is that he has left Congress leaders, particularly those hailing from Jammu, more dismayed than the opposition parties or the concerned sections.
Their grouse is that their leader has caused greater damage to their constituencies than doing some good.
For them paradox is neither 26, 319 families of PoK refugees (as per the figure quoted by Chief Minister), which constitute major vote bank of Congress are happy nor the party could win over the hearts of over 55,000 families of Kashmiri Pandit (KP) migrants, for whom a slew of sops were announced.

Foodgrain production in Jammu unaffected by drought, rain but cash crops suffer
The officials of Agriculture department, however, maintain that the unseasonal rains have battered cash crops like vegetables and it have also caused 10-15 percent loss to wheat crop in some parts of Jammu region.
Official reports further maintain that despite long drought period and unseasonal rains, the production of wheat is likely to be higher than the previous two years and, even if less it would not be below previous lends.
The official figures revealed that the production of main wheat crop was 452.03 thousands metric tons in 2005-06 and the average yield per hectare was 18.27 quintals.

Prime Minister's visit: Security beefed up in Jammu
Official sources said that more than fifty NSG commandos, including some top ranked officers, arrived in Jammu on Tuesday to take over the security of venues, where Dr Manmohan Singh is scheduled to visit during his two days visit commencing from Friday.
They said that the NSG team comprised of one Inspector General (IG), two Deputy Inspector Generals (DIGs), three SSPs and commandos.
The NSG team after arrival in Jammu was distributed in four teams and three of them were sent to Akhnoor, Kishtwar and Katra. "The security around Akhnoor Bridge and Power House in Kishtwar have to be handed over to NSG today", sources said.
They said that three tire security arrangements has to be put in place for the Prime Minister and inner most ring will be manned by NSG.

10792 homeless, 7.78 lakh live in slums inJammu and Kashmir
This was revealed by the minister for Finance, Housing and Urban Development Tariq Hameed Qarra while speaking at the inaugural session of the 4th International Conference on "Intelligent, Green and Energy efficient Building" in Beijing today. The meet has been jointly organised by the Chinese Housing Ministry and the Construction Industry Development Concil (CIDC) India. Qarra is the head of the Indian delegation in the meet. Qarra further disclosed that 22.7 percent of the households in J&K line in one room, 26.2 percent in two, 18.7 percent in three rooms while 28.7 percent line in four or more room houses. He said that there is a shortage of 4.5 lac houses in J&K.
Qarra said the task of developing the urban areas will never acquire its true meaning and significance if the concept of Green Buildings is not pursued significantly in the modern housing infrastructure development. He said in tune with its policy of improving the urban amenities, the Government of India has embarked upon a massive Urban Renewal Mission titled JNNURM, and the Government of Jammu & Kashmir is working on Green Building Guidelines and several other issues of construction industry reforms jointly with CIDC.

Cross LoC trade may take off within 90 days: Jairam
Addressing a press conference here, the union minister said that there was no bottleneck in the way of proposed cross-LoC trade and added that the developments in Pakistan in the last few months caused the delay.

GM Shah: We are in it

Man missing after army picked him up in 93 - widowed mother still awaits justice
This is the story of 55 year old Shahmali, a resident of village Dreyan in Qazigund, who has been knocking at the doors of the establishment, seeking justice but to no avail. She has been told that her son was innocent and had no affiliation with any militant group.
Authorities have affirmed the innocence of Shahmali's son and even said that her son was picked up by Army IST RR but maintained that "efforts are being made for tracing out the actual culprits responsible for the kidnapping". They have assured the aggrieved mother that "they have been tracing his son since the last 15 years and a breakthrough in this difficult search operation is expected anytime."
According to Shahmali, her son Mohammed Yousuf Wani was an employee in the irrigation department.She maintains that her son was picked up by Ist unit of Rashtriya Rifles from outside the gate of Qazigund hospital on September 15, 1993. "I know nothing about him since the day of his arrest; he was picked up and disappeared in custody, said the mother of Wani.

Pak shifts troops from key strike corps
To meet the worsened situation on its western borders which had escalated after the assassination of former Prime Minister Benazir Bhutto, Pakistan has thinned out its troop strength against India, including across the Loc in Jammu and Kashmir, well-placed sources told UNI.
At least nine brigades of various Strike Corps, including two from the crucial I Corps's (also known as Army Reserve North) Kharian-based 17 Infantry Division, have been moved towards violent Afghan borders, sources said.
The Army Reserve North across the Line of Control (LOC), especially its troops at Kharian on the South of Jehlum and West of Chhamb sector of Jammu region, always had a strategically advantageous position against India.
Sources said three Brigades of Peshawar-based XI Corps and two of Quetta-based XII Corps were also moved to take on violence in the North-West Frontier Province (NWFP) on bordering Afghanistan.

Mehbooba criticises Sinha for comparison on troop deployment
Reacting to the Republic Day message of the Governor Lt Gen (Retd) S K Sinha, Mehbooba said comparison of different territorial situations on troop deployment is not only surprising but out of place. They're acting like vampires: Beig
Beig, while robustly shielding them, maintained, "NC is not allowing the debate fearing it would expose it. The way, NC members are protesting is just like - call somebody a dog and kill him. This is the worst kind of gimmick any responsible opposition would indulge in. The fact is they have tasted the blood of one minister. Now they are baying for the blood of other two like a Vampire. They have got used to it. They've become blood thirsty as they get to drink the blood of innocent persons."

UJC urges separatist leadership to unite
In an interview with Indian News Bureau (INB), a local news agency, Sallahud-Din said, " The unity move is definitely a very healthy step towards a unified and strong leadership. I always yearned for unity of all those who are fighting for the Kashmir cause in any manner. I would love to see Hurriyat under a single umbrella. I never supported division in Hurriyat. The contribution of Syed Ali Shah Geelani for the freedom movement cannot be neglected. He has the support of all the supporters of Jamat-i-Islami and he is a world renowned figure.
Similarly the roles of Asiya Andrabi, Yasin Malik, Masarat Alam and all the true sons of the soil are praise worthy. It would have been a welcome gesture if these leaders also join the unification process."

Stop girls dancing at govt functions: Beig
"Our religion and culture does not allow these things," he said, adding, "this practice must stop immediately."
Addressing a gathering during a cultural show organised by the Tourism Department here, he said girls must be restricted from dancing on stage in and outside Jammu and Kashmir.
The Deputy Chief Minister said we should take performing arts as an esthetic endeavor rather than a recreational one.
We should always encourage artists so that they give out their best performances, said Beig who was upset over a dance by a girl during the show.
He said the girl was dancing to the songs of noted Kashmiri Sufi poet Shams Fakir which is shocking and disappointing.
Quoting a historical incident which had evoked a strong resentment from the then ruler of Jammu and Kashmir, Maharaj Hari Singh when Maharaja of Patiala had passed a derogatory remark against an artist of the state, Beig said he (Maharaja of Patiala) was banned from entering the Valley..To read the complete article click here..

Pak to cast shadow on timing of J and K polls - Jammu
No points for guessing that the fast changing developments in turbulent Pakistan have brought the timing of assembly elections in the state into sharp focus and have attached with it new connotations.
Reliable inputs suggest that at the central and the state level, the application of mind on this subject is already on in the corridors of power.
Although Congress is in command of things at both the places at present, yet the sharp contradiction in the perception of central and state leaderships on this account is well evident. Reason being, those, at the helm of affairs at the two places, are viewing this issue through different prisms. They have different set of priorities and different concerns to tackle.
The Centre appears to be in favour of advancing elections around April or May while state Congress leadership wants the assembly to complete its term and hold elec tions as per schedule.
Authoritative sources maintain that New Delhi is looking at the scenario from a wider perspective vis-à-vis its bilateral ties with capricious neighbour Pakistan. While the Chief Minister Ghulam Nabi Azad, guided by his immediate concerns in the state, seems to be in no urgency to hold elections earlier than the schedule.

Mufti: PDP has devised youth development policy for J and K - Jammu
Progression of youth leadership is a nation building exercise which People's Democratic Party (PDP) understands and it is in sync with this spirit, that we have devised a "Youth Development Policy", said former Chief Minister and patron of Peoples Democratic Party (PDP) Mufti Mohammad Sayeed. Addressing a State level youth convention at Jammu today, PDP patron said that the policy focuses on education, employment and empowerment. Youth has to be brought on the forefront of change and innovation, and the PDP has taken a modest initiative in this direction," Sayeed declared after unveiling the policy document.
He stated that the youth are feeling neglected and that they are special because of the trials and tribulations they have undergone during the past two decades of turmoil in the state. He informed that the year 2008 has been declared as the year of the youth in Jammu and Kashmir and called for developing the state as a special education zone.

Kashmir's orphans and wounded psyche
BOTH the direct and indirect consequences of conflict on children or youth of the valley have taken a heavy toll on their academic excellence. Imagine the psyche of a student who gets questioned, frisked and undergoes scores of other sorts of harassments almost on a regular basis. Imagine a student's inclination towards his studies when he witnesses bomb blasts, cross-firing incidents, grenade attacks and land-mine explosions occurring around him; imagine his eagerness for his studies when his father, brother, sister or any other close relative gets beaten in front of him. Worse still; imagine his craving for studies when his father or brother gets killed in front of him or for that matter his sister or mother gets molested or raped in front of him.
"The most pronounced impact is psychological. In a society where children continue to witness, experience and hear of killings and atrocities, and are exposed to physical and emotional violence, they suffer from various psychosomatic and psychiatric ailments. In the Kashmir region, 57.38 per cent of the children have become fearful, 55.36 per cent suffer from depression, and 54.25 per cent cannot sleep", observes Balraj Puri, Director Institute of Jammu and Kashmir Affairs, in his study "Young Victims of Militancy" which appeared in Frontline July 30- August 12, 2005.

123 stolen cell phones recovered - Jammu
Police said that they were wanted in case FIR numbers 258 of 2007 dated September 11, 2007 and 294 of 2007 dated September 30, 2007 registered in Police Station Gandhi Nagar under sections 457 and 380 RPC.
Both the FIRs were registered following thefts in godowns of Salora International Agency 545-A Gandhi Nagar on the respective dates.
Police identified the arrested thieves as Rakesh Arwar, son of Sham Lal and Dulya, son of Punni both residents of Nagwan district Chattarpur Madhya Pradesh, Raja alias Sanatan, son of Abhimanyo and Vishno alias Bittu, son of Divender both the residents of Bihar at present resident of Jai Colony Delhi.
Police said that Rakesh Arwar and Dulya of Chattarpur were detained by the cops on suspicion from Gandhi Nagar on November 13, 2007 and 20 mobile phones were recovered from their possession as they broke down during questioning and confessed of committing thefts. On their disclosure, their two associates Raja and Vishno were arrested from Jai Colony Delhi and thirty-three stolen mobile phones were recovered from their possession.
Other seventy mobile phones were thrown by them near Railway track at Ambala Cant after the local police chased them on suspicion.
The arrests and recovery was made by the police team headed by Station House Officer (SHO) Police Station Gandhi Nagar Inspector Rafiq Manhas under the supervision of SDPO South DySP Sukhdev Raj. The special team to work out the thefts was constituted by SP South Zahid Naseem Manhas on the directions of SSP Jammu Parminder Singh.
Giving details Superintendent of police Jammu South Zahid Manhas said that police received a complaint by a Mobile distributor Salora International that unidentified persons have stolen mobile sets from his godown.

GoI plans division of J&K on communal lines: Yasin
Stating that Safar-e-Azadi (Journey for Freedom) was aimed at union of all regions of the state, Jammu and Kashmir Liberation Front (JKLF) chairman Mohammed Yasin Malik today said that the Government of India (GoI) plans for a division of the state on communal lines.Yasin, who along with his 50 supporters, was detained by police before he could embark on this journey in Jammu on Sunday, briefing media persons today observed that in Gandhi's India the philosophy of nonviolence has been confined to books only and its implementation has remained as a cherished dream so far.
