Congress finalises nominees for frist phase
Congress candidates, whose names were formally announced today, however did not file nomination papers. Tomorrow is the last day for filing of nomination papers.
After maintaining sus pense for days together, Congress finally announced its list of nine candidates today. For three assembly constituencies of Poonch district, the party has given mandate to Mohammed Aslam from Surankot, Abdul Majeed from Mendhar and Bashir Ahmed Naz from Poonch-Haveli.
Six candidates, who filed the nomination papers for Mendhar assembly constituency today included Javed Rana of National Conference, Nazir Hussain covering candidate of National Conference, Rafiq Khan of Peoples Democratic Party (PDP), Azam Sagar covering candi date of PDP, Mohammed Iliyas Khan of Bharatiya Janata Party (BJP)and Mohammed Tariq Khan of Jammu and Kashmir National Panthers Party.

Aamir ousts Shah Rukh and Salman from his guest list
The perfectionist Khan, who is known for hosting a big Diwali bash each year, slashed out both SRK and Salman from his guest list.
According to insiders, Aamir did not invite any of the two Khans as he did not want any awkward moments at his party. The actor held a pre Diwali bash at his residence that was attended by close friends and family.
So who all were invited?
The guest at the party were Aamir’s cousin and Imran’s mother, and close friends like Rakeysh Omprakash Mehra, Kunal Kapoor, Prasoon Joshi, and Aamir’s pals Amin and Karim Haji among others.

Black Diwali for thousands in Bihar flood relief camps
‘Yes, about 90,000 flood victims are still living in different relief camps,’ Pratyay Amrit, additional commissioner of the disaster management department, told agencies here Monday. He said that no special arrangements had been made to provide sweets to the flood-hit on Diwali.
‘Before Eid and Durga Puja, local officials had been directed to arrange traditional dishes on the festival day,’ he said. Officials in the worst-hit Madhepura, Supaul and Saharsa districts said that currently only one fourth of the flood victims were left in the relief camps.

Rotavirus vaccines cut diarrhea sickness in United States
Three reports presented to a meeting of infectious disease specialists showed the benefits of the vaccine, which prevents the most common cause of severe diarrhea. In one report, Irini Daskalaki of Drexel University College of Medicine reported that hospitals in North Philadelphia had seen a 70 percent drop in rotavirus-associated hospitalizations since rotavirus vaccinations began in 2006.
The number of babies aged 6 to 11 months admitted to the hospital with rotavirus plummeted by 94 percent, Daskalaki told a meeting of the American Society of Microbiology and the Infectious Diseases Society of America.

Government drags feet on army pullout from C-I duties
Nine years down the line after the Kargil war, Defence Minister A K Antony has wriggled out from giving any firm date for creating the post by stating that he had sent a reminder to leaders of all political parties on March 4 this year to elicit their views on the issue.
In a report tabled in Parliament on Thursday on a Parliamentary standing committee seeking implementation of the Subramanyam review committee’s recommendations for reforming the national security system, Antony sought to stress that a joint decision making mechanism has been already created in the form of Chief of Staff Committee (COSC) with the chiefs of all three Services as its members.

Lara backs Ponting to overtake Tendulkar’s record
“I would think that he (Ponting) still has 30 or 40 Tests matches (left) under his belt,” Lara said during his visit to Australian Institute of Sports in Canberra.
“He has already gone past 10,000 runs, so it is one of those records that if you play long enough and you score runs consistently, you are capable of doing it,” he added.
Tendulkar surpassed Lara’s record of 11,953 runs in the first innings of the second Test against Australia which the home team won by a whopping 320 runs.
Lara held the world record for nearly three years, having passed Allan Border’s milestone in Adelaide in November 2005. Tendulkar is nearly two years older than Ponting and is leading the Australian captain by almost 2000 runs.

Historic resumption of trade across Line of Control after 61 years
The event remained a low key affair since no political figure was allowed to inaugurate the opening of trade routes by the Election Commission in view of model code of conduct coming into play due to assembly polls being announced. While Governor N.N. Vohra was in Salamabad Uri in north Kashmir, his adviser H.H. Tyabji did the honours here to kick off trade between Poonch and Rawalakote.
Tyabji flagging off three trucks carrying fruits and vegetables from Beopar Mandal of district Poonch crossed the LoC to enter Pakistan administered Kashmir to resume trade after commercial ties were snapped through the route in 1948. Pakistani officials, led by Deputy Commissioner, Rawalakote Zaffar Mehmood received the trucks carrying gifts which were taken to Titrinote base which is PAK trade Centre.

All bank deposits safe, says Prime Minister
“Our banks, both in the public sector and in the private sector, are financially sound, well capitalised and well regulated. There should be no fear of a failure of any bank,” Singh said in a suo moto statement.
“I wish to assure depositors in our banks that their deposits are entirely safe,” he said.
The prime minister struck a note of caution against the backdrop of a stock market crash and fears of global crisis hitting the Indian banks.
“The financial storm has shaken confidence in the system and precipitated a steep decline in stock markets. It has produced a sharp slowdown in economic activity, with the prospect of a prolonged recession in industrialized countries,” he said.

Suspense over: 7-phased poll for Jammu and Kashmir begins on November 17
Nearly two-and half month long election process begins on October 24 with the issuance of notification for the first phase of polls and ends on December 31 with the constitution of the new Assembly.
The polling will take place on November 17, 23 and 30 and December 7, 13, 17 and 24.
Altogether 65,38,111 voters are on the electoral rolls for participation in the election for 87 constituencies, seven of which are reserved for scheduled castes. The polling will be conducted at altogether 8109 polling booths.
Admitting disagreement within the EC on deciding the poll dates, Chief Election Commissioner N Gopalaswami, flanked by two Commissioners S.Y.Qureshi and Naveen Chawla, said the major consideration was the participation of political parties in the polls.

Strike affects normal life in Pampore
The Pampore residents demand that the land be restored back to its original position. Bar association Pampore has expressed serious concerns over what it said destruction of saffron rich land by the government.
Meanwhile spokesman of the Government today clarified that no land has been leased out to CRPF at Pampore as reported in a section of the press.
Reacting to the report, the spokesman said that the procedure for allotment of any land to army and para-military forces, NOC is required to be issued by the State Home Department. He said this NOC is issued only after the case is cleared by a committee of officers constituted by the government for this purpose.

Jammu and Kashmir polls on hold
Chief Election Commissioner N Gopalaswami, however, spoke as if the J&K polls were still possible soon as he claimed no decision had been taken “at the moment” and the Election Commission was still assessing the situation.
The decision to defer polls in Jammu and Kashmir that is under the Governor’s rule since July suits all three main political parties in the state — Congress, National Conference and People’s Democratic Party — to gain time to weaken the current sway of the Separatists in the valley.

Suspense continues on Jammu and Kashmir elections
“Wait for another day” was all that the Election Commission officials were able to say when asked about the dates for the assembly elections in half a dozen states, including Jammu and Kashmir, Rajasthan and Madhya Pradesh.
After returning from Srinagar last week, the full bench held a meeting on Friday and Chief Election Commissioner N Gopalaswami again called his two Election Commissioner colleagues to his residence Saturday evening to thrash out differences over the J&K elections and wanted the office opened on Sunday, but without any announcement.

Trade lines across Line of Control sans phone links
Abbasi said that he and his fellow delegates from across the Line of Control raised this issue with the governor N N Vohra during their meeting with him on Saturday. The telephonic links stand snapped current ly between the divided parts of Kashmir. Kashmiris on this side cannot make calls to Pakistan and Pakistan Administered Kashmir though ISD calls are permissible to any other part of the world.
The government of India says that ISD facility in case of Pakistan has been removed because of the security concerns. People in Jammu and Kashmir have been grappling with many denials especially those related to modern-day technology.

Prime Minister’s all party meet today in Srinagar
Sources said decisions about some important confidence building measures related to J&K are expected to be taken at the meeting. Prime minister is likely to make the announcement about the decisions at a press conference later here late in the evening.
Dr Singh will arrive in Jammu tomorrow and will inaugurate the Baglihar power project. Senior leaders of various mainstream parties have been invited for the inaugural function. Prime minister will talk to the leaders briefly there and they will arrive here tomorrow evening.

Prime Minister to inaugurate Baglihar project, Kashmir’s first train on Oct 10
Dr. Singh’s visit was arranged to circumvent election code of conduct that will be enforced soon after the announcement. He will be accompained by Railway Minister Laloo Prasad Yadav, Union Water Resources Minister Prof. Saifuddin Soz and former chief minister Ghulam Nabi Azad.
Elaborate security arrangements are put in place for his visit as a team of elite Special Operations Group (SPG) and other security agencies have already reached Srinagar on Tuesday along with a plane full of security paraphernalia.

Valley under siege to thwart Lal Chowk march
However, curfew was defied in some places including Maisuma, Nowhatta, Baramulla, Pulwama and Rafiabad and protests held.
Not only Lal Chowk but the whole Valley was put under siege with roads, bridges and even lanes at some places sealed with barbed wires, iron barriers and armoured vehicles.
Lakhs of people in Kashmir were made hostage in their respective homes. Curfew was being enforced so strictly that security men were not honouring the curfew passes issued by the government. A number of people, despite having valid curfew passes, were forced to return to their homes.

4 killed in road mishaps
Police said that in a tragic accident, a driver of tractor was killed when his tractor skidded off the road and rolled down into a deep gorge at Jarai under the jurisdiction of police station Kathua last night. Police shifted him to the District Hospital, Kathua where in doctors declared him as brought dead.
The deceased was identified as Ashok Kumar son of Hari Chand resident of Kharkhara (Punjab) Tehsil Pathankote district Gurdaspur. Police has taken cognizance and case has been registered in the concerned police station.

Visa okay on entry but not on return journey
A study undertaken by an NGO says these detainees stress that they had done no forgery on their passports or visa documents or else they would not have been allowed entry into India in first place by the Indian authorities.
They include 11 senior citizens aged between 58-72 years, 30 women and seven minors.
In its report, Asian Centre for Human Rights (ACHR), says they have been detained because of cutting and overwriting on the visa documents that has increased over the last two years since the Indian High Commission in Islamabad started issuing the visas through agents appointed to facilitate fast clearance of the travel documents.

Border Security Force foils fresh infiltration attempt at RS Pura, one dead
It was third infiltration attempt made by the militants on the International Border (IB) within last five days.
Yesterday, a group of heavily armed militants made an unsuccessful attempt to sneak into this side of the Border after engaging the troops in gun battle in Kahnachak area on September 30, night while on September 27, similar attempt was made in Pargwal sector but alert BSF jawans foiled these bids.

State Advisory Council regularises 25 Chief Engineers
Consequent upon the promotion as Chief Engineers for the serving engineers, the adjustments and transfer/postings have been ordered by the Council.
Chief Engineer (I&FC) Jammu VK Abrol has been transferred and posted as Chief Engineer (PHE), BR Dogra has been transferred and posted as Chief Engineer (RTIC) Jammu.
OP Bajotra has been transferred and posted as Chief Engineer (Project Manager, Uri Kashmir) J&K ERA. BB Sharma has been transferred.
