Jammu and Kashmir budget today

National Conference Congress coalition government is all set to present its second annual budget for the year 2010-11 tomorrow in the state legislature with the tentative plan size of Rs 6000 Cr in all probability.

This would be 10-percent step-up from the annual plan size of Rs 5500 Cr for the year 2009-10 (current financial year).

Hint about the tentative plan size was evident in the Wrap-up meeting between the high-level team of J&K officers led by Chief Secretary S S Kapoor and Planning Commission officers today in the union capital.

Jammu and Kashmir gets Rs 1000 crore fiscal reform grant

The 13th finance commission has recommended conditional fiscal reform grant of Rs.1000 crore for the state of Jammu and Kashmir against the request of the state government for providing it revenue gap grant of Rs. 2300 crore to liquidate existing overdraft with Jammu and Kashmir Bank.

The Commission's report was tabled by Union Finance Minister Pranab Mukherjee in the Parliament on Feb 25, 2010. It has referred to the fiscal reform proposal of state government e wherein it has pledged to invoke ways and means regime of Reserve Bank l of India (RBI). For this, f state had requested commission to recommend d revenue gap grant of Rs.2300 crore to liquidate existing overdraft with Jammu and Kashmir Bank.

425 crore Tamil Nadu Assembly to open soon

The Rs 425 crore state-of-the-art Tamil Nadu Assembly complex, built over an area of over 80,000 square metres, is all set to be inaugurated by Prime Minister Manmohan Singh on March 13.

A pet project of Chief Minister M Karunanidhi, the complex, built at the Omandurar Government Estate on arterial Anna Salai, has been designed by German architect and infrastructure developer GMP International.

The civil works of the assembly secretariat project, for which the foundation was laid in June 2008 by Karunanidhi, were under- taken by city-based ECCI company.

Cabinet okays hike in salaries

True to the essence of adage "Charity begins at home", the state cabinet today gave a clearance to a bill providing for substantial increase in the salaries of ministers, legislators and the pensions of the former members of the two Houses of J&K Legislature.

Now the ministers will get Rs 65,000 as salaries, while the salary of legislators will be Rs 60,000. Similarly the pension of former members of the two Houses too has been hiked by Rs 5,000. A bill in this connection would be tabled in the two houses of the state legislature in the ongoing budget session.

2 Sikhs rescued from Taliban

Two Sikhs, or ransom by Taliban, were rescued today by security forces in the restive Khyber tribal region in northwest Pakistan, a week after militants beheaded a third member of the community in captivity.

The operation was conducted in a remote area along the boundary between Khyber and Aurakzai tribal regions on a tip-off, a military spokesman said. The two abducted Sikhs - Surjeet Singh and Gurvinder Singh - are safe, the Inter- Services Public Relations spokesman said. "Many" militants were also killed during the operation and further details about the action would be provided soon, the spokesman said, adding that Tehreek-e- Taliban was apparently involved in the abduction.

Pakistan presses for Hurriyat inclusion in dialogue

Pakistan for the first time pressed for inclusion of the Hurriyat leaders in the composite dialogue on Kashmir whenever it is resumed at the foreign secretary-level talks with India on Thursday and regretted that India is stuck on its standard position that can never resolve the issue.

Pakistan Foreign Secretary Salman Bashir was, however, dejected from lack of perceptible progress made in the talks held at the instance of India to break the deadlock since after the 26/11 terror attacks on Mumbai.

Rail Budget: No fare, freight hike

Railway Minister Mamata Bannerjee on Wednesday promised 65 new fast trains, 28 new passenger trains, extended run of 21 others and increased frequency of 12 others in the Railway Budget presented to Lok Sabha for 2010-11.

As many as 114 "socially-desirable" rail line projects that have been revived by Mamata Banerjee for pushing fresh surveys for necessary approval of the Planning Commission and these include, Baramulla-Kupwara, Bilaspur to Leh via Kullu and Manali, Jammu- Poonch via Akhnoor, Rajouri and Kathua- Basohli-Bhadarwah- Kishtwar lines in Jammu and Kashmir, JhansiSawai Madhopur via Shivpuri, Jaisalmer- Barmer lines in Rajasthan, Bhavnagar- Tarapore, and Bhavnagar-Mahuva lines in Gujarat, Jalna- Khamgaon and Ramtek- Gotegaon
